Smaller wheels are lower mass, and that makes them quicker. they're also stronger.
Big wheels roll over obstacles better and are faster.
So if you're building a city bike, they're the way to go.

First time I have seen such a bike. Tell the inexperienced what a small lever on the frame?

I had one of these for a brief time in jr high (1975..)
Wheels (Tuf 1's?) aren't correct here, this is a picture I found on BMX museum.
Flipped it for something or another.
Swear to god it was like riding a mattress on wheels.

Not mine, but it looks like the crankarms would strike ground during corners.
