It's a 1995 Mongoose Hill Topper. MSRP: $400 Back then, Mongoose was a brand sold in bike shops, not relegated to miserable big box stores.
The dark chrome is flaking- not a great sign. The Alivio crankset is under recall notice by Shimano for failure. Despite all this it seems to be serving the role of utility bike / grocery getter /commuter with the cosmetic quirks possibly contributing to theft-aversion; a role which mid-range 90's rigid mountain bikes do very well. The other thing mid-range 90's rigid mountain bikes do well is be cheap, and here's where this Hill Topper struggles. $175 is too much. You should be able to get something cool for under $100!
