Anyone recognize these lugs and fork pantograph?

Recently picked this frame up. Lovely lugs with chrome form and seatstays. Appears to have been repainted as there is no branding, decals or headbadge. Any of you knowledgeable frame people recognize either the lugs or the fork pantograph?

The fork panto is that of Cycles Philippe (Blois):






The lug cutout is a standard one on Prugnat "Victoire" series lugs (used by multiple builders):

Thank you so much! I am going to assume the fork and frame are mismatched as the only other bit of info I have for the frame is a serial number.

I don't follow your logic. The frame and fork look like a match to me. This older thread shows similar examples.

Every Philippe I've seen with that fork panto was also constructed with the same lugs, so I'd say it's very likely the whole package is original, especially if it still has those "Haute Gamme" and "Fabrication Pro" decals on the top tube.

No decals, and looks like it was repainted. The finish looks to be professionally done with the previous owner's first initial and last name along the top tube on both sides, but no brand decals or headbadge.
