Someone has to be a cycling enthusiast? To what? Count? To be a safe rider? I’ve ridden a lot of miles in my life and even spent nearly 4 consecutive months on the road riding across the U.S. and then some. I wouldn’t consider myself an enthusiast.
What would you think about the guy who lives less than two blocks away from me if you saw him riding his Brompton wearing a jacket and tie? How about my next door neighbor and his wife riding their eBikes in street clothes?

No someone does not have to be an avid cyclist to be a safe rider, for example I did not consider myself an avid cyclist when I first jumped on a bike to commute to work (which started my cycling enthusiasm). However, I've always been one for safety. The difference is that unlike driving, a cyclist is more dependent on self-teaching ourselves how to ride safely, especially when I started cycling back in the mid-80's. When it comes to driving, you must get a license and then you got very regulated roadways to ensure you stay safe and then there are cops on the lookout. However, with bikes, many people, including cops, wrongly sees them as a toy and not a true form of transportation, despite the laws that give us the right to operate on the roads.
Like I said before, how all this factors in to the evolution, I simply don't know. However, I can see a senario where these motorized bikes will simply become another form of transportation, there will be some enthusiast, but not like what we see today. It seems like there has to be a little suffering to become an enthusiast. I know I've suffered quite a bit on a bike, but I love those memories. Not much suffering by hitting a button or turning a throttle.

My opinions -
E-bikes are not bicycles. They are motor vehicles and should be treated as such.
There should not be special definitions and provisions for them in the vehicle code. Just follow the rules already incorporated in it. Yes, that includes driving on the proper side of the road (with the flow of vehicular traffic).
