Oh, that’s not really a value judgement, but more a statement of the facts of my experience: I haven’t ridden a bike with 622x13 rims in at least 20 years, but maybe more, so it’s definitely novel!

Ok, maybe the “silly flexible wheels” part was a bit more judgmental…

These days I've discovered that it is difficult to even give away Cinelli 65's or 66's. It's not difficult to understand, neither were ever very road rider friendly AFAIC and I feel pretty fortunate that the several I had all have moved on. The Cinelli 64 was/is one of the most comfortable and universally used bar shapes - feel great and look great.
JMO of course YMMV

I did a gulp reading MooneyBloke 's comments about Cinelli XA stem as I've got one of them on my work bike that does 1000's of miles a year Funny enough the reason I chose it was it looked extra chunky and overbuilt compared to come of the other traditional quill stems. Might have a rethink on that.

I've got some Cinelli Giro D'Italia 64-42 bars with that XA stem, and use 10 speed Campag shifters, and did find them particularly fiddly and limiting in positions that look and feel good, I did get a position in the end but my preferred quill / bars combo which I have on 6 bikes is 3ttt Record stems and 3ttt Competizione (Merckx bend) bars. The 3ttt combo I find has more position options without flaring the shifters out and still has classic drop bar looks.

I run modern Campag 10 speed Record/Chorus/Centaur shifters on all but one of on the 6 bikes mentioned above, as I prefer more modern gears and better brakes than the period correct originals, but I still want a classic looking race bike.

And of course the thread starter should buy the Serotta, we're all enablers here, ride it, and then tinker away tweaking various bits if they wish to optimize it for them. E|ven if it doesn't work out, its a Serotta and they are well regarded so you'll always find a buyer I'd imagine. So you've got nothing to lose and everything to gain, go on buy it already....

There's nothing to enable, he already has it.

Oops sorry, but great news

As already mentioned I'm not a fan of the bar.stem combo, the rest of it looks decent, with just the gearing issue to address. Is it particularly hilly where you are? If more gears needed on a cassette than the Miche 26 tooth then a triple sounds the one to go for.
