Weirdest bike I have seen.

I saw this on another forum and this is probably the weirdest bike I have ever seen so far.

Keep your eyes open, you'll see even more weird stuff in the world of bikes.

Would have been nice if you'd done some research to tell us about it. Looks like something used by someone trying to set a speed record long long ago.

Here is the only thing that I could find about it.
Sportinis namų darbo dviratis padarytas iš gamyklinio dviračio komponentų: rėmo dalių, pavarų mechanizmo, ratų ir iš plastiko išlietų plokščių. Rėmas netaisyklingo stačiakampio formos, suvirintas iš gamykloje pagaminto dviračio rėmo vamzdžių. Prie rėmo primontuotos juodo plastiko plokštės, kurios sumažina oro pasipriešinimą ir padidina dviračio greitį. Ant plokščių pilkos spalvos vamzdelių užrašas prancūzų k.: „BARS VELO TOUR“. Priekinė šakė ir vairas pilko metalo. Prie šakės karūnėlės prisuktas patrumpintas sportinio dviračio vairas. Vairo galuose pritvirtintos stabdžių rankenėlės. Rankiniai stabdžiai repliniai. Pavarų perjungiklis prisuktas užpakalinėje rėmo dalyje. Dviračio balnelis iš juodo plastiko. Prie veleno pleištais pritvirtinti švaistikliai su balto metalo paminomis. Prie dešiniojo švaistiklio prisuktos 3 varančiosios žvaigždės, turinčios 62, 52 ir 42 dantelius. Priekinis ratas 64 cm skersmens. Ratlankis ir įvorė balto metalo, padanga juodos gumos. Užpakalinis ratas 42 cm skersmens, iš abiejų jo pusių primontuoti juodos spalvos kartoniniai diskai su užrašais prancūzų k.: „BARS 84 VELO TOUR“. Prie rato ašies prisuktos 4 varomosios žvaigždutės.

It also looks like something that someone made to just be weird as a lot of the parts look to be low end and mixed with some high end.

The exercise bike at home is made from factory bike components: frame parts, drivetrain, wheels and plastic molded panels. The frame is an irregular rectangular shape, welded from the tubes of a factory bicycle frame. Black plastic panels are attached to the frame, which reduce air resistance and increase the speed of the bike. On the flat gray tubes is written in French: "BARS VELO TOUR". Front fork and steering wheel in gray metal. A shortened sports bike handlebar is bolted to the fork crown. Brake handles are attached to the ends of the steering wheel. Handbrake clamps. The shifter is bolted to the rear of the frame. Bicycle saddle made of black plastic. Cranks with white metal pins are wedged to the shaft. 3 drive sprockets with 62, 52 and 42 teeth are bolted to the right crank. Front wheel 64 cm in diameter. The rim and bushing are white metal, the tire is black rubber. The rear wheel is 42 cm in diameter, with black cardboard discs mounted on both sides with the inscriptions in French: "BARS 84 VELO TOUR". 4 drive sprockets are screwed to the wheel axis.
I can't imagine that as an exercise bike though. More like a punishment bike that only someone seeking a speed record could love. But there were and still are some weird thoughts about what exercise meant at various times.

Looks like the rear wheel was homemade by chopping up a standard size disc wheel.

The bike looks like built for track and if you double the cadence for track sprinting, it becomes 46 mph (74 kph) and the speed is right around track sprinting speeds.

Here's how twice that cadence at 73.2 kph looks like (rpm seems to peak around 0:18 of the video at >180 rpm):

Are you kidding? The guy builds bikes as sculptural projects, and the rear wheel is too small to be practical, let alone fast.
