A good bike shop should set the front brake so less force can be applied by the rider although this is more difficult to do with the new hydraulic disc brakes on bikes.
What have never been considered important is bike riding instruction in schools. Parents teach a child how to ride a bike without crashing but are clueless about how to ride the bike safely on city streets. This clueless children grow up to become equally clueless adult cyclists. To rent a kayak I needed to watch a safety video. To rent a sailboat I needed to take a course and get certified. But I can buy a bicycle and get zero information on how to use it safely.
