Japanese touring bikes

The current issue of Bicycle Quarterly has a very comprehensive illustrated article on "Japanese Camping Bikes". Evidently it is a very big thing at this time in Japan.

Nope. It was a big thing decades before it registered in the US and it remained more of a thing ever since. Back in the 60's, before the rest of the world figured out that Japan was capable of fantastic quality there were a number of production tourers modeled after the European mores. Even in the 80's what was built for the US market was to American specifications, not exactly what the Japanese was riding for touring.
