The club motif (as well as the heart, spade, and to a lesser extent, diamond) was used by a number of frame builders, Colnago is probably the most well known.

"...Belgian Martinelly is a serious possibility" true but this doesn't ring the bell for the typical marques from that builder (for me, anyhow), such as the often-seen Cornelo, etc.
I trust that @MauriceMoss will be the guy to nail this, if anybody can.
