I've seen upturned bars for years, but that is a first to see backward bars on a fixie (or single speed of sorts).

Based in the seat height, that frame may be on the large side for the rider. It may be a choice to have swept back bars to make the reach slightly shorter. Handlebar tape wear patters seem to indicate that the bars are routinely held in the swept back position.

It is possible the bike was purchased with the bars reversed and turned up. And, rather than reversing them again, they were simply turned down.

Maybe it's the owner's approach to pursuit bars!?; what I find interesting is how long will the seat/seatpost combo last, without a binder bolt...(on 2nd thought, maybe that's why it's so low...stuck in), and the brake lever position is...hmmm...different.

2019 four years ago...
This bike got new vertical riser space frame longitudinal bulkheads today.

These bulkheads have lighting holes.

Model 219 , 19th prototype, built in 2019, but its a continuing project.
