Using non recessed nut brakes in recessed nut frame

Using non recessed nut brakes in recessed nut frame
I don't know if anyone else has had this problem.
When building up a frame on a bike I am restoring for the bike Exchange I often change out the 27" rims for 700c. Often it is because the old rims are toast and We don't have anything in that size to replace them.
I just did that on a bike and after fitting some 700 c rims found that none of the caliper brakes I had with recessed nuts(all Shimano) were long enough reach. I wound up fitting some old style single pivot Weinman brakes which work but they do not have the recessed nut.
They seem o/k but I am concerned that they are loose at the back side of the fork. Is there a sleeve available that I could use that would fill the space? or better yet a nut with the sleeve built in?

You could take a recessed both and drill it out to use it as a sleeve.
