Why? Because it is difficult to ID a car from one direction. This is important in the case of accidents and I'm sure that there are many other reasons (aside from Law enforcement).

My car got hit by someone rolling a stop sign and turning into me. The collision actually snapped off their license plate, and they drove off without stopping.

When I called the police, they asked me if I got the license plate number--best "funny you should ask that" I ever got to say.

had a new 4Runner stolen while visiting my parents in NY. 6 mos later, I get a call from a Bronx Police station. they found my plates but no 4Runner. said it was probably in South America ... asked me if I wanted the plates, if yes, I had to drive down there to get them. told them no, keep them, I had already settled with the insurance company, etc
