Check out the Electra Townie(s). They were designed with comfort as the priority.
Lots of models to choose from:

We upgraded some of the components as the gearing wasn't low enough. Went from thumb shift 1x7 44t x 14-28 to twist grip1x8 38t x 14-34t. Added accessories like pump, wb cage, vintage style bell, single side Basil pannier and a Brooks Champion Flyer WSD saddle. She LOVES this bike. Calls it her Prin-CESS.
If she's more road oriented:
This was a men's dimensions bike that is the right height. We retro-fitted the cockpit. Replaced the flat 120mm stem w/a 70mm mtb riser. Handlebars to 36cm width. Bontrager WSD saddle w/t rails as far forward as possible. New padded hb tape. Replaced 12-25 cassette w/a 12x32. Crankset is 30-42-53. She loves this bike, too. Calls it her Cheetah.
Then if she prefers off-road:
This is pretty much stock. The gearing is 26-36-46 × 12-30. We bought a new cassette, chain, brake pads and called it a day. It had belonged to her son as an early teenager. She says the cockpit is perfect. She calls this bike The Ox.
So, there you go. There are three options each serving different disciplines. She loves riding all three for completely different reasons. Cheers.
