Can I replace a 10 speed 11-28 with a 10 speed 12-27? My goal would be to do this without replacing the chain or chainrings because those are fairly new. I would assume the rear derailleur would need adjustment.

Yes, but assume the chain will need replacement too as chains and cog sets both wear with use. Also always check der adjustment when any gear system part is replaced. Andy

Yes, it shouldn't need any other changes but there is a small chance the new cassette doesn't sit exactly the same distance from the hub so may need some minor limit screw and cable adjustment. Also possibly a B-tension screw adjustment but not likely.

Yes. Probably no adjustments needed, however always check “L” and “H” adjustment screws to be sure

There's a very good chance you may only need a click or 3 on the barrel adjuster.

Measure your chain with a tape measure or ruler.

If it is exactly 1/2" per link (12" per 24 links), then you are fine. If it is stretched, I'd go ahead and replace he chain too.

It's good to have goals. Your goal reinforces the "waste not, want not" frame of reference that we're so fond of here.

Fairly new doesn't really tell the story. Measuring the elongation does tell whether the chain should require replacing. 12" pin-to-pin. Greater than 1/16" elongation?

The switch should need only the most minor limit screw and cable tension changes at most. But tell me, where did you get a 12x27 10-speed cassette? That was my favorite combination for years but they seem to have completely disappeared. I can find 12x28 and 12x30 but they both miss the 16T cog the 12x27 has.
