Clamp installation on Surly rear rack
I have a question about a Surly rear rack (tubular 4130 cromoly) installation. The instructions in step #2-3 say to use a "penny trick" or otherwise mallet down the clamps onto the rack. The clamps supplied have two internal diameters: the wider diameter section (about half the length of the clamp) fits easily over the rack tube. The second doesn't fit, and looks like about the same diameter as the rack tube. Am I supposed to make the entire clamp fit onto the tube (by means of penny method/mallet)? I tried the penny method but stopped after the clamps spread a few mm because the small diameter section still wasn't wide enough to slide down on the rack tube.
If I just slide on the clamp, it remains loose - but seems like a later step will tighten it up anyways.

Should I be able to get the clamp all the way down to here on the tube?
This is the position it slides to naturally, without spreading the clamps nor using a mallet.
