Any idea why the charges include criminal solicitation and criminal facilitation? I'm guessing some sort of attempt to cover up by getting someone to falsify testimony.

Yep 61mph in a 25 zone, that is the reason this accident happened. The yellow intervals are timed 3 seconds for 25mph traffic and do not last long enough to account for the time it takes to brake from 60.
The proper yellow interval for 60+ is like 5 or 6 seconds. If you drive around at 60 in a 25 zone eventually you are going to have to run a red, want to or not.

Obviously. But seriously, how many of the 800+ people killed last year were murdered by so egregiously irresponsible a conduct behind the wheel? The majority weren't charged with anything at all because they simply aren't the kind of people we want to see put behind bars. It will be YEARS before another seriously demented piece of work like this trash takes another life on NYC streets. In the meantime how many dozens will die from the routine carelessness and/or lack of judgement displayed by many decent, law abiding citizens, who nevertheless get triggered the moment they see a cyclist and fail to yield or use the brute power of their vehicles to force an outcome which goes awry and leaves them in the awkward position of having to explain a tragic outcome. One that they can usually spin to their favor because the cyclist cannot give their side.

Consider, in New York driving 91 mph in a 65 mph zone on an Interstate highway will get you convicted of reckless driving.
But driving 36 mph in a 25 mph zone on Coney Island Avenue - won’t.
That dumbing down is why we die.

Don't see how unprotected bike lanes could have saved that cyclist.
And, it seems to always take a death or two for a little more bike safety measures to be adopted, locally.

There are no current plans for bike lanes on Coney Island Avenue.
Note the double parkers. Note the standing at a hydrant. Note the speed limit sign!

It won't take much to change Coney Island Avenue from a highway to a street and substantially deter "egregiously irresponsible conduct." It will however take more than a speed limit sign.
"The Department of Transportation plans to install pedestrian islands.... The safety study will particularly focus on where Coney Island intersects with Avenue L, Avenue C, Dorchester Road, Ditmas Avenue, Quentin Road and Crawford Avenue, Gastel said."
To give you an idea of what Gastel is talking about, here's one pedestrian refuge island with bell bollards (photo NYC DOT):
