Here in the United States, maybe the President hasn’t “ordered” everyone to buy a car, but it’s almost as if he did.

No, it isn’t. You and I might not like our infrastructure, and some of the influences may be stronger and some weaker, but we had choices, and we still do.

Tell that to the people who lived or had businesses in urban neighborhoods that were flattened to build interstates. There were a lot of those.
I'm ok with criticizing a mandatory purchase policy, but let's not pretend that infrastructure choices don't involve coercion.

They should double the price of gazoline and use the revenue to distribute one quality bicycle suitable for commuting to every household starting with people who live in trailer parks first then work up from there.

I'll try to keep this simple. Cars that run on gasoline used to produce large amounts of HC (unburned hydrocarbons) and CO (carbon monoxide.) Those contributed to the days of air quality alerts due to toxic smog in some cities. Government said the automakers had to clean up the exhaust from cars. Enter emissions controls, computers, fuel injection, catalytic converters (if someone hasn't stolen it) and HC and CO get changed into H2O (water) and CO2 (carbon dioxide.) In fact, the more efficiently an engine runs, the higher the percentage (typically around 14%) of CO2 in the exhaust. A good running modern car, once warmed up, produces next to zero HC and CO.
Now the bad news: CO2 is a greenhouse gas, and can contribute to global warming. Now, automakers are told they must reduce the CO2 emissions, while still keeping HC and CO down. Many manufacturers have already announced that they are discontinuing development of the gasoline engine, because trying to achieve those limits would either be impossible, or outrageously expensive to produce. They are switching production and development to all-electric vehicles. It's the only way they can meet the new emissions requirements.
In ten years, you may be hard pressed to find a "gas station" for your antique 2005 Corolla. I can envision an electric car with a rack holding one or two e-bikes in the future. The car gets you where you're going, and the e-bikes get you around locally while your car charges.
Sometimes, I'm glad I'm as old as I am.

Which is not to say that the choices made may not be poor. But generally speaking the majority thinks they sound like a good idea at the time.

Every year they seem to be adding more and more electric bikes in the CitiBike fleet. One day, in the not-to-distant future they'll all be electric. That's how much we humans are addicted to energy (not fossil fuels -- but energy). That's the problem with going green, no one really wants to do it, if it means they have to give a little.
BTW, bikes are so popular in NYC (and other large cities), because it's such a pain to drive and find parking. Much easier to get around on a bike and cheaper. Yet, people believe they're being green when they do it. It'd be far more greener if we didn't demand electric bikes.
