Midwest farm town, I feel like there are no opportunistic bike thieves here, eg. you see cheap bikes leaned against the wall outside the corner store or fast food place, those are people who have a DUI or are kids or whatever, and then everyone else is driving a car everywhere; yesterday I actually saw a Walmart MTB locked to a six foot cement pole with a cable lock, like you could just lift the thing up and take it if you wanted, coming from Chicago it gave me a little laugh

It seems to me that there is no such thing as a country without theft. I used to think that stealing doesn't exist in China because there has been a myth circulating on the Internet for years that China is a country where there is no stealing because the punishment for stealing is the infamous chinese water torture. This myth has been debunked by many sources, but it still persists in various corners of the Internet. In fact, China has a criminal justice system that punishes theft just like any other country. Penalties for theft in China range from fines to imprisonment, depending on the severity of the crime. It is also worth noting that theft occurs in China as in any other country. According to a report by the South China Morning Post, theft is a common crime in China, especially in urban areas. The Chinese government has taken various measures to combat theft, including increased police patrols, surveillance cameras, and educational campaigns.

Google, three minutes:

"In Japan, bike theft is one of the most common types of petty crimes. According to an internet survey conducted by au insurance Co., Ltd. regarding bicycle thefts in Tokyo, among 1,200 of the survey participants 40.9% had experienced having their bicycle stolen. Amongst those that had their bikes stolen (491 persons), 66.8% used single lock only, 24.2% did not use any type of anti-theft measures"

" '
bouhan tourok' is a system aimed to reduce bike thefts, thus the name of the system which directly translates to “anti-crime registry” but better understood as “bike registry”. Under Japan’s bike registry, information about the bicycle and its registered owner is recorded as an effort to prevent bike thefts and to reunite bikes with their owners. It is a legal obligation to register though there are no legal ramifications if you fail to do so. Bicycle registration costs 660 yen. "

If you see it on the internet, it must be true.

I noticed so many bikes left unlocked in the Hamptons, eastern Long Island. Everyone is rich, so there’s little incentive to steal

UC Davis. They have reverse bike theft. If someone steals your bike, they will leave two in its place. Usually of greater value. That's how I got my yellow Botechia.

Maybe homogenous very high income areas are less likely to have bike theft issues. Disclaimer: Just a hypothesis to test not a fact.

It depends on the bike. Friends using their bikes on university campuses would paint them flat black and remove items like a front derailleur and rear brake and use a cheap saddle to make their bikes less attractive to thieves and it worked for them.

We have such widespread poverty with hundreds of thousands of families living in tents and a Federal Reserve that has stated that it is raising interest rates to get unemployment up to 5% (which translates to 10% for people of color and 25% for young people). The problem is not bike theft but wage theft.
