Can I change an inflatable dolly wheel with bicycle tools?
A neighbor asked me if I can change her inflatable dolly wheel with my bicycle tools. I don't want to damage her tire or break my tools. Is this possible?

I can emphatically state with authority, it depends.
Not to be a total smartass, we'd need to know what tools you have and it would help to have a photo of the dolly wheel in question. Bicycle tire levers can probably be used but there are other things to consider (fasteners, etc.).

How is the dolly wheel attached, nut and washer or cotterpin?
Can't think of a unique bike tool that would work if properly applied.

Sounds like it might be similar to the kayak carrier tires I had to put a new tubes in. Not too hard to get off rim, but surprisingly difficult to mount back on rim, especially if there's a tube involved. I think it helped that everything was warm.
I used a combination of motorcycle tire irons, my thumbs, and wound up half standing on the bead area to get it over the rim again. I don't think bicycle tire irons are going to be much help. Good luck.

On my harbor freight dolly it's super simple. you don't need to pull the wheel, the flat tire slips right off the rim. put new tube in tire, partially pre inflate the tube to hold tire bead on rim so you can inflate carefully, checking to make sure it stays on the rim. you might need to let a little air out to get it on at first.

A split rim would make it a piece of cake.
My old (2000-ish?) Craftsman two-wheeler has plastic one-piece rims, just like my kayak carrier.

It was a handcart and its tires were as good as new. 3 of the 4 bolts holding together the split rim had gone missing; she salvaged it from a careless neighbor and doesn't know what she's doing. I found spare hardware in my parts collection. Thanks for your help.

Before you endeavor in this, I gotta warn you that most of these wheel and tire assemblies are so cheap that you can buy a pre-built assembly for less money and time than trying to fix one with an issue.

From experience it's kind of a PITA. Between size OD differences, axle OD's, hub offsets, and weight ratings, it's not as easy as picking one up at the local store. It took me 5 wheels to find one that worked for a bent one on my hand truck.
