Seller sez Nervex lugs but I'm doubtful. I'm thinking more likely Oscar Egg. Or Ekla? I think the fork crown is Ekla.

We made some like that at Trek, for salespeople to carry around and show off the Trek socketed dropouts and investment cast bottom bracket shells and lugs before the actual bikes were available.

I'm thinking about going for it, but the lack of water bottle cage mounting holes is a big deterrent. I really hate those bands.
