New User, reading incoming PM's ?
Can a New User (< 10 posts) read incoming PM's from existing users?
I know the new user can't reply, that's OK.

Admin told me that new users have the entire PM menu disabled.
They obviously can't send til 10 posts, but they also can't read incoming.
