Not stray but you look around at things and you are moving your head with some regularity maybe not huge movements all the time but I would rather have the light on the vehicle because they need to know where the vehicle is going. Having both is fine but if I had priorities it would always be on the vehicle first.

Garmin makes a really bright always on light.
Everything is plenty bright these days.
Especially since the days of the belt beacon or the light you use to strap to your leg.
If you want a ridiculously bright light, get yourself a marine emergency strobe light. The are highly waterproof and looking at it makes you feel like somebody kicked you in the retinas.

The Cygolite HS 350 is the brightest I've found that doesn't have a tethering battery; which is something that hinders one of its longevity.
From my experience using the C HS 350;
The battery life isn't long enough for an extended days use. Idk if it can be used while being fed juice from an external bank... been meaning to try that, just isn't priority ATM. Like most bicycle accessories, if the usb cover is open, it renders the unit vulnerable to moisture damaging it.
The plastic clip isn't as durable as I'd expected it to be & if it snaps, I am unaware if that part is able to be sourced at a reasonable price in the States.
Out of the packaging, I've noticed the tolerance for the clip mount has a bit of wiggle when affixed. I've tried three new units since the wiggle presented road chatter. Putting a piece of double sided foam tape eliminated the chatter, but the foam degradation happens after a few dismount [to charge]. You could leave it mounted, & plug it in, but you risk the clip breaking if not careful.
I've found that the various settings are a bit much & really only use three of the settings & always have it on 100% brightness.
If the C HS 350 was ANT+ & could connect with the bicycle computer, that would be a great revision... & i might be more inclined to use the other settings & adjust the brightness if that was adjustable via computer.

I could not find a anything compact enough that would easily mount to the bicycle.

I love Planet Bike Superflash V. I was dismayed that they stopped making it. Bought a couple more as backups.

I use their Grateful Red on my touring/commuting bike. Really like it. It comes wth a mounting bracket that works perfectly with the mounting plate of my rear rack. it comes in a USB rechargeable version. I went with the battery version in case I leave the light on by accident while touring. Don't always have regular access to power.

I have a couple of these. One of the LEDs has a tight-beam focused lens that is very intense and has a very long reach; the other lens disperses the light in a broad horizontal pattern. The clip works on clothing as well as on the supplied hardware frame clip. Very bright; only three modes: both on steady, flash in synch, and flash in alternation. One of my favorites.
