Sticky clear grease oozing from stiff Fooker pedals.
With a name like Fooker...my cheap knock off pedals are stiff when starting out - and they have sticky clear grease oozing from their axels. Please see attached photos. What should I do? Should I open and regrease?

I would buy the actual real pedals and not cheap knockoffs. If you wanted Race Face Chesters get Race Face Chesters not sure why I would get something different if that is what I wanted especially since Chesters are not expensive.

In my experience cheap pedals which theoretically seem serviceable are often inexplicably impossible to set up well and it's a waste of time, but you can try. Just accept you might junk the pedal or make them worse. Stiff pedals aren't that bad.
I've had mixed luck with the chester knockoffs specifically, I usually get the MYZRH ones off alixpress and they are quite good, though tend to develop a (acceptable) bit of play. i tried another slightly cheaper clone and it had cross threaded axles and the nuts fell out.
It's just a bit of a gamble.

Also the irony is that if they actually suck it's likely you bought fake fookers because fookers are supposed to be quite good.

You could also just try to adjust the preload. Putting better grease in should help in theory but it's very fiddly.

I like the pedals - they got 8000 four star reviews on Amazon and the yellow ones were by far the cheapest at $22. I ride in the rain and snow and they keep my feet in place nicely. I don't mind the pedals starting stiff when cold (bike is kept in car trunk) - what worried me is how sticky this clear grease is. What is it? Will my pedals shear off or fail? 🙀
Fooker makes a NEEDLE ROLLER BEARING version - for a few bucks more - maybe I should try those.

Just carefully wipe off the excess grease and ride. If they blow up, which more than likely won't, lesson learned and move on. Lots of fish (pedals) in the sea (marketplace).

i might do that - but any idea what kind of grease this clear sticky stuff is? Wiping it off is easier said than done - might take alcohol.

When bearings are packed with all the grease you can possibly fit into any empty spots around them, then usually the component is very stiff. And grease will push out of the seals.
Just continue to wipe it off. After a while they will stop oozing grease and you might find they spin quite nice.

Being clear, it's likely a Silicone grease. Nothing wrong with that. Keep it wiped clean for now so grit doesn't pile up near the seals.
