eBay.it has them. You will have choices. Search on ‘cerchi 520 tubolari’.

Incidentally the 24” tubular size is American. Standard created by John Palmer with his friend B.F. Goodrich in 1892. Most durable standard in cycling. Note that 520 is exactly 51mm smaller than 26” tubular, which is 571. Full size tubulars are also known as 28” Palmer tires. They are 622mm on the ISO system and again 51mm larger than the 26”.

Wrong size, wheelchairs often call them 25" and they're the 540iso, I've tried to find nicer rims in that size since my kids' raleigh cx24 came in that size and its such a random one. Managed to find nice road tires but not rims that weren't drilled for a hand rail. Also had to convert a bike from 547 to 540 so I've spent far too much time dealing with the goofy size.

When I was building my Prologue TT a couple of years back yellow jersey had some 24" rims. Maybe reach out to them and ask. I ultimately decided to stick to tubulars and found a 24" wheelset off one of the recumbent forums that fit my needs. You might want to browse those sites too and see if you can score some.

Try going to this site and searching:

https://yellowjersey.org/

You can also email them and ask, they have always been really responsive and helpful for me:

Yellow Jersey, Ltd., Arlington WI USA Everything Cycling Since 1 April, 1971!

Try these guys as a possible source also:

Yellow Jersey as mentioned above by jamesdak is very good. I should have thought of that myself. Don’t know if they have any on hand, this would barely count as unusual for them.

A somewhat similar business in Australia would be CycloRetro in Melbourne. Check the website @ cycloretro.com. Chris can find anything and his prices are totally reasonable. Don’t expect to find this rim in 36 hole.
