Honestly, at the P&S level it really doesn't matter what he gets.
IMHO he should look at getting used for a camera and/or tablet. Latest and greatest probably isn't really worth it for him.
Also, FFS, its not that hard to google this stuff hobo.

Tim,
A nice little camera for touring is the Fuji XP 90. It is waterproof and shock resistant. Nice features for a touring camera. Cost is about $200
FinePix XP90 | Fujifilm Global

want to know how to get the pictures from the camera into your
laptop.
you won't normally be uploading from the memory card. i mean you don't pull
the card out of the camera each time. too easy to damage it. you upload
through the camera.
the camera SHOULD come with a data connector cable and software.
i have a canon powershot....should be similar.....when i want to download,
i just connect to the camera to the laptop, then hit the camera power
button. then the download software starts automatically.

I'll disagree 100% with this.
I had a Canon A570IS I bought back in 2007. The thing was wonderful, took pictures well enough to print 18x24" prints.
Fast forward to a week ago, I couldn't find it before my tour. Stopped at Walmart and bought a Sony DSC-W530, because of everyone telling me a point and shoot is all the same and to be honest me kinda thinking that anything 8 years newer than what I had should really benefit from better technology. Utterly disappointed in the thing, the pictures came out looking like crap compared to my almost 10 year old Canon.

Where do you find that for < $130?
I use a Olympus TG-4 for my cycling/underwater photos at the moment but that costs more than the OP's budget at $349CAD. The benefit is it is drop proof, water proof (which works well in the rain) and shoots in RAW.
I bought my daughter a Sony Cybershot a couple of years ago for $79CAD that produced nice pictures for what it was (14MP) and I really liked the Panorama feature for wide landscape shots.
For uploading I use a cable from the camera to a USB port. No need to remove the card.

Oh ok, yeah from that angle I understand your comment. Both of mine pale in comparison the SLR. That said, there are very wide differences in quality of point and shoots. I have full manual control and can shoot in raw in my old Canon, this new Sony processes the hell out of everything in mostly auto modes to the point that what should be smooth edges look jagged and pixelated, and it is pointless to try to do any color or level correction afterwards.

Don't sell yourself short ADHD requires that you learn differently is all. The smartest person I ever met has ADHD, is a tad dyslexic and holds two post doc degrees. Her spelling is also atrocious but her capacity to learn is frightening.
