What to do broken e-bikes?

Hi folks,
Pre COVID, the co-op where I volunteer, was getting an e-bike donation about once every 4 months. Recently, we've been getting a couple each month either via direct donation or from the bike cage at the local recycling center. Most of these are missing battery and/or charger. Other than the missing parts, they are in very good condition. The latest acquisition is a Specialized that we can't see a model on, but it is probably an early or cheaper model since it has V-brakes. Sorry, I don't have a picture.
Because of the high cost of replacement parts and the fact that e-bikes move slowly in our market, the board of directors is reluctant to allocate funds to refurb/fix these.
Any suggestions as to how to salvage these and keep them out of the land fill?

We get e-bikes at the co-op. In all cases, the batteries &/or electronics are junk. We simply do not have the resources to do anything with them. Keep the regular bike bits & recycle the rest.

Thats a shame, I paid $45 for a used motor, with wheel and a Shwalbe Marathon tire. Sell off the parts.
