Real World Size of 25mm and 28mm tires?
I'm currently riding Maxxis Refuse 25mm. Which at 125 psi measure approx. 24mm. mounted on Mavic Open Pro's. Does anyone know how the real world width of Conti GP 4 seasons would compare in 25 and 28?

You will notice a more comfortable ride with the 28mm tires. I use Continental Gatorskins at 28mm when riding on dirt roads, much better than the 23mm road tires. Might even get some 32mm. My wife's Trek FX has 700c x 32 and she's plenty fast and rides dirt roads with no trouble at all.
I'd drop your 25's to no more than 110psi. If you are a big person, I'd stop at 100psi.

^ +1. I just changed to 25 mm Ultra Gatorskins at 90 psi. Recommended is 95 psi.

I'd worry less about the width, and more about the recommended PSI.
I've used lots of different tires, and at the same PSI there isn't much difference. I may be wrong but I believe you can run the 28's at 100psi, and that will make a noticeable difference compared to any sized 125psi tire.

My 700x28 GP 4 Seasons measure 28mm on a Salsa Delgado Cross rim and 27mm on a Ritchey Silhouette rim, so I'd guess they be around 27mm on an Open Pro. I also have 700x25 GP 4000S's which measure 26.5mm on Mavic Aksium rims.

With regard to the pressure I'm running. I'm a big guy and don't like pinch flats. Thanks for your recommendations to run as low as 100 psi, but, I know for fact that 100psi is "too" low. Thanks anyway.

I'm running Conti GP4S 25mm on 2011 Mavic Ksyrium Elite wheels. The tire measures 24.85mm wide on the front. I didn't measure the rear, which in hindsight was probably a mistake because I think the rear wheel is wider.
Other Conti's I've had were narrower vs. advertised size. These are very close.
