With the bosses welded to the sides of the down tube, it’s plain to see the version you have was never meant to have a top mounted shifter.
That frame looks to be in very good condition . Slight “wear and tear” is generally acceptable.

Yes, once I cleaned 35 years of grease and grime off the frame it came up nicely. All the decals are in tact also which is nice.
