"Safely" is relative, not absolute. If the goal is "as safe as when it's dry", some other things to approach that goal are:

RIde slower, accelerate slower, decelerate slower, brake earlier, leave more margin everywhere. Keep your glasses dry, or ride without them.

Safety is indeed not absolute, but ensuring safety while riding is definitely the most important consideration. No one would want to be hurt while enjoying the joy of riding. That is very speechless.But thank you so much for sharing your thoughts with me.

It will be helpful if you have a red back light or a reflector on the back of your bike. so others can easily notice you.

What has the OP's post got to do with ebikes other than the word ebike in the title?

It is inherently unsafe to bicycle in the rain where there is automobile traffic. Motorists have limited visibility in all directions and need a great distance to stop. Add in the fact that motorists are much more likely to be distracted while using their smartphone or munching on a Whooper or Big Mac and riding in traffic in the rain is foolhardy.

As a student when a bicycle was my primary form of transportation, when it rained I hitchhiked to get to the campus and back home (no buses in the area).

Moot point in socal since, IMO, it's not safe on the roads. Additionally, rain is experienced rarely here.

Biggest mistake cyclists make is not wearing high visibility jackets and expecting motorists to see them. Tiny rear lights are worthless and only reflectors on bike pedals make it more apparent that a motorist is approaching someone on a bicycle. Common sense is very rare as any given evening I see joggers and cyclists with black pants and dark tops.

It is funny their company sent some spam emails to one of our company accounts, trying to pedal their stuff. We have 10 billion warehouses in the U.S., best quality product yada yada yada. It is the same sort of generic crap various companies keep sending. We usually ask if they will send us demo bikes so we can thrash them.

Leave the e-bike at home and ride a non-powered bike if rain is in the forecast. I glued inner tube material around front and sides of display to act as rain shroud and sun shade so it doesnt get wet when I'm bolting for home when rain threatens. Controller and it's connectors can be shielded in a similar manner.

I see something conspicuously absent from the tips.

Check the IPX rating for your bike to see if it can even be ridden in the rain without damage!!
I've had a number of bikes fail from being rained on or just morning dew.
On the other hand I took a long trip with my Bosch powered bike on the rear rack and a lot of the trip was wet. Absolutely no problems.
After having the bike work without failure, being SUPER visible is the next important thing.
