Looks like the same machine to me.
Guessing it is mid 1960s.

Looks like a shot straight out of Monty Python's Flying Circus. I think I see them all there, except for Terry Gilliam.

It does look like a bad comedy sketch though.

If my memory serves me right they were, but didn't intend to be, figures of fun.
Nowadays they'd spray you with peppergas, or lash you with their retractable truncheons if you take the michael. As in London G10 a couple of weeks ago.
