Who're you charging, them or us?It does look like a bad comedy sketch though.
If my memory serves me right they were, but didn't intend to be, figures of fun.
Nowadays they'd spray you with peppergas, or lash you with their retractable truncheons if you take the michael. As in London G10 a couple of weeks ago.
