It looks like a steel bike to me. But it is really a bike if there is no chain? I feel some mechanism for propulsion should be a minimum requirement...

And I'm also confused by the handlebar antlers

There was a chain but I removed it because it was so rusty.

What about shifters? What is your plan for the 2nd set of brake levers? You started a thread with a picture of a bike that doesnt work and said nothing.

This was something that I bought 2 years ago for around $15. It came with everything that was in the picture except for a chain which was just wrapped around the largest chainring and one of the freewheel cogs.
