Strava KOMs are more important to those that are not winning the race.

An interesting sub-topic is should referees use other data gathered at a later date to determine cheating. And if yes, how late?

My answers would be yes, until the next event held under the same rules.
The time the next race starts riders placing from prior events play into the overall strategy and point collection and ranking. A rider that had a prior race DQ'd may be allowed in a break where they would not be otherwise. This unraveling of results going back multiple events can not be done fairly.

Btw if anyone is wondering how to watch the Giro, Sling tv has it (on BeIN sports), and they have a free trial thingy. Loving it!

Cyclinghub.tv has a free stream. I usually just watch on the computer, but for the giro, I used an hdmi cable from my surface to the TV to get big screen goodness.
