Bar tape,bar tape,bar tape inner tube!
Just picked up this bike and had to laugh at the bar tape job.

My guess it was an attempt to get some semblance of cushion while maintaining the stylish of the Benotto-style tape. (Coincidentally, I just used Benotto tape to wrap some bars that are part of a small book rack I made and I cannot believe that I ever rode with that horrible stuff.)

My standard bar tape is a slit down the middle narrow innertube, wrapped from top to bottom, covered with cloth tape from bottom to top, tied off with twine, then shellaced. The tube provides zero added padding. My paws don't like skinny handlebars, they need to be larger diameter for comfort.
I've been doing the inner tube thing for about 40 years, the only difference is I used to use synthetic padded tape.
