Columbus Touring Bike?

All my searching lands me on bikes with Columbus tubing. I'm curious about this bike. Columbus brand? Superbe Tech? Maybe a Brooks saddle? Looks like a touring bike to me. What's the value?

The sticker on the seat tube probably states the tubing. It doesn't look like a columbus sticker.
The condition is rough. the snapped dork disk, misaligned valve, missing brake hoods, suggest to me an uncared for project/beater and likely rough bearings.
I don't think it's a particuraly fancy frame. Caliper braked sport tourer makes a good commuter/shopping bike but probably not full on for touring.
The barcons are cool. The group generally pretty esoteric maybe not in a good way.
That sugino crank and nitto bars are very nice spec.
Hard to say if the brooks is worth anything without seeing the condition of it.
The racks are good spec but they're cheapies and the frame isn't boss rich, no midfork, p-clamps for upper arms in the rear.
Good nic panaracers add value.

The price is probably about right, not a steal but fairish. In person I might haggle on condition. Personally not a fan of flat white bikes.

It also has a sticker head badge that says Columbus. Must be some forgotten brand?
