What is this housing barrel for?

What is this housing barrel for?
What is the use of the barrel shown in the picture? It often comes with cheap housings. On one side the 5mm housing can go into it and on the other side it is quite narrow so that only cable can pass through it.
Can it be used to make an improvised cable stop to install V-brakes on a bike without a cable stop -- something like this Hardrock? It can be inserted into the rear of the cable collar.
Of course a better solution is a clamp-on cable stop by IRD or Origin 8.
Barrel that comes with many cheap brake housings like Jagwire Basics of XLC

That is meant to fit in the end of a generally cheap brake lever. You don’t need to use it. If you can figure out a way to effectively use it, why not!

It’s meant to go into the top of a non-aero road lever. The kind where the cable goes out of the top of the lever and has a long loop of cable housing to both the front and rear brake. The red arrow in the attached picture shows the cable.

I object to the term “cheap”. Back in the day, these were used on very expensive levers as well.

I have to agree with smd4 that those housing stops are most likely for a cheaper flat bar brake lever.
I’m sure someone will pushback and state it could be a universal cable with both road and mtb nipples. But then again, Jagwire, (.com), probably isn’t concerned about supporting a type of lever than became obsolete 35 years ago.

Please don't buy cheap cables and housing. Decent quality stuff is not super expensive and can improve your braking quite a bit. The only reason to buy bottom end cables and housing is if there is nothing else available and I am desperate.
