Hard to tell from the angle, but maybe center to top it’s 25”?
it’s only 4mm difference between 27” and 700c. It could be possible to fit 700c, but a test would be needed.

I don’t believe the that’s possible with the 74mm inner bcd of an AT crank set. But it’s a really cool crankset, one of my faves.

I have thought for way too many years that height measurement is run from center of crank to center of the top tube. Using this criteria, the bike would be a 24". Have I been doing this wrong forever?

No, not wrong, but you're illustrating why it's worthwhile to clarify CTC (center-to-center) or CTT (center-to-top) when asking about measurements. I don't know which tradition stems from where, but each one is typical of a region or era of some sort.

Mine measures 25" center-to-top and has a head tube length of 7 3/16" (if you want to check yours for comparison). Maybe they just look smaller in silver/red.

Yep. Seller appears to be including components shown (including Sugino AT crankset and cool 3 pulley RD) so this is a good deal.

Thanks again for all the info justcynn ! I really wish this frame would work for me, but it's ultimately too large. Hope someone with the right proportions snags it soon because it really is a lovely frame and great deal IMO.
