If no police report has been filed, please contact the Sheriff's Office (Santa Clara or Alameda County, depending on the location), the sooner the better. Assuming the cops are interested in following up, they can do the license plate searching - they've gotten results with less info before. Whether they are interested or not is the big question, but hit-and-runs sometimes generate additional motivation for them.

At a minimum, if you (or, more properly, your friend) files a report, he will be no worse off than he is now.

CHP would never ignore an incident like this, and it would take literally 1-2 minutes to identify the owner of that motorcycle with a partial plate.

anyone who has dealt with the police in the slightest know they don't solve crime or want to prevent it. If you are lucky they might come out the next day to take report so you can turn into your insurance.

I've dealt with the police, and in certain circumstances and certain jurisdictions, yes, it can feel like that, but in most jurisdictions and in many situations in all jurisdictions, they do want to solve crime and prevent it.

No matter what you think of the CHP or the relevant Sheriff's Office, even if there is a chance nothing will be done, there is also a good chance something will be done. Sure there is a risk of wasting time if it is reported, but that is a pretty minimal cost, IMO the possibility of something good happening is worth that risk.

Some of the replies to that Facebook posting are really startling. I feel like I'm pretty jaded about how the masses see cyclists and the hostility that gets aimed at cyclists, but I'm still taken aback at how some people are so cavalier about saying something like, to paraphrase, "cyclists deserve to get hit by motor vehicle drivers on roads because cyclists shouldn't be on roads." And some apparently with their actual name on a totally public post. And then there are more people who for some reason need to have it comprehensively proven to them that this was not staged or that the cyclist was not at fault, as if cyclists have the time, inclination, or even need to stage "false flag operations."

Disgusting show of inhumanity by far too many people in that thread.

I strongly suspect that this entire ordeal is just an attempt of Facebook to remind people of its existence. I mean, who still visits Facebook in 2023? (And I won't even try to suggest that anyone here still has a Facebook account, since today people would take such a suggestion as an insult).
