This is very interesting. When I used to commute to the South Bay I always kept a bike in the trunk of the car. I had the half formed idea that if an earth quake hit while I was at work and the roads were damaged then I could get on the bike and ride the 50 miles back to my house. Never got a chance to try out the theory however, I guess I thought of it like a lifeboat. Despite the lack of a disaster I did enjoy riding on the dikes in the South Bay at lunch time just to be ready.

put a recumbent in the back of the truck's bed. shouldnt have to worry about someone stealing it... someone might point at you & lol though.

When the "big one" hits Portland I don't think that an electric cargo bike will save you. A mega quake along the Cascadia fault will likely take down the entire power grid, all the bridges, many of the hydro-electric dams and bring the volcanos back to life. Portland is already post-apocalyptic, but if the "big one" hits it might actually be an improvement!

There was a recent news story about gasoline storage facilities near downtown PDX and their earthquake vulnerability. A bike light enough to carry over rubble may be handy for the months it could take to restore gas supply.
