Elvish Figues (pro model) ultra light with up grades.. is it worth it

Looking at at Elvish Figues (pro model) 52cm frame with following info
52 cm Chromoly Frame
Wheel 700x 23c wolber model 58 super champion aluminum
mounted in Simplex (france) 2x5 speeds
ultra light pedal
Tektro brake controls (new)
New guideline
gears and brake overhaul
new seat and tuned up

asking $ 300

Is there a sticker that says what the tubing is? It’s hard to tell anything from these pics.

For some reason I can't upload photos in my album now. I have a picture. the sticker is pretty beat up, but ha the reynolds logo and the word tube siren. Will keep trying to upload the pic

Found what I think the decal for the tubes looked like. uploaded image in my album. Reynolds 531 3 tubes renforce (in French) - doesn't say tube siren. lol
