Good Deore parts group, decent MTB, not overly collectible. Do you want it as a rider, a parts donor, or a flip? A bit hard to tell condition from this photo, but if mostly corrosion-free (that stem makes me wonder about that -- is that dirt or rust?) and I wanted it to ride or needed the parts for another project I'd be in the $150-$200 range maximum. YMMV.

No more than 75 bucks. it needs a complete overhaul, brake pads, tires and maybe cones and bearings.
The amount of work needed takes away from any profit to be had. If you want it for personal, do what you want, but it's a time sink.

It is a good frame with good parts, but I'm in agreement with the above that it needs a full servicing (cables, housing, grease, cleaning, etc...). Last I checked, this service was around $300 from a bike shop. I don't know if this price includes parts (cables, tires, brake pads...)
A clean and serviced Apex I'd expect to sell for around $300-$350 in my market (in Spring), the value of this Apex, in that condition, with bad photos, I'd put at $50.

Unless you have the time/tools/aptitude/pile of parts, I would avoid. Needs just about everything. Lots of rust. Have you priced tires recently?
