That Cannondale is very nice -- the high-end models added cantilever bosses at that time, and I do not know how they would take to 700c wheels.
Maybe someone has experience and can comment.
With 27s, you're looking at the limit of tire size and fender clearance. The lesser models had caliper brakes -- I think all the way until the switch to 700c in '92 or '93 -- which makes things easier.
But as a sport tourer or a fenderless bike with nice road manners, it would be quite lovely.

The canti post location on that ST1000s allows you to convert from 27" to 700c. Those 982s have enough vertical adjustment to give you proper pad/rim contact as well. I have a 25" of that same year ST1000 ('88), albeit in rougher condition, as well as a '90. Max tire (actual size): 700x35 without fenders, and 700x32 with fenders. If you don't like clearance, you could squeeze 38s and hope you don't pick up any sticks.

Even levers show minimal wear. Not sure what the hubs on these were, unsure if they came with 600 hubs. Nice upgraded seat.

This is a Fuji Tiara Road Bike frame from 1988. 24". Complete with bottom bracket. Would build into a nice, lightweight road or gravel bike. Free to a good home.
