That's a wheel that has been pushed to the other stable position, the "S" shape. As long as spoke tensions are low enough that that the rim isn't stressed until it permanently bends, a wheel can be in either position without damage. (But low spoke tensions also make it easier to transition between the two states.)
Now that we have disc brakes, we could make frames that accommodate warped wheels. Some of us remember the old funny cars. Funny bikes.
