That's a wheel that has been pushed to the other stable position, the "S" shape. As long as spoke tensions are low enough that that the rim isn't stressed until it permanently bends, a wheel can be in either position without damage. (But low spoke tensions also make it easier to transition between the two states.)

Now that we have disc brakes, we could make frames that accommodate warped wheels. Some of us remember the old funny cars. Funny bikes.

I'd argue that we're already there. Since fat bikes, gravel bikes, touring bikes, and now road bikes are accommodating bigger tires and becoming more offroad-capable, there's a lot more clearance than there used to be. I'm seeing more slightly-wiggly rear wheels in front of me on group rides, but the rider seems none the wiser.

2x4's on the floor and some body weight works real well and doesn't compress the spinal cord.
