Raise handlebars on an Elby s2 9 speed ebike

I would like to rise the handlebars on an Elby S2 9 speed ebike. It has quill stem. The HB's need to be raised about 3 inches. Any suggestions?

Nitto has a dirt drop stem which can facilitate your needs. The option is a riser handlebar.
