The answer is yes but be sure you buy a tire that will fit your ISO 349 rim. At one time the 16" wheel on recumbent bikes was a lot more common but these days with fewer bikes and more trikes being made it has become harder to find. You can see all about rim sizes here https://www.sheldonbrown.com/rim-sizing.html. It is also true that fractional size tires such as 16 X 1+1/4 are not interchangeable with 16 X 1.25 (ISO 305). Found that out the hard way when I bought a tire at my local discount store. It was the right diameter in inches but would not mount on the rim. Going from 1 3/8" to 1 1/4" is a very small change and shouldnt' be a problem. Just make sure, as Vegas says, you get the correct ISO (also called Bead Seat Diameter) size. Matching the rim size is VERY important. The size of the tire will be in metric, imprinted on the sidewall. Your current tire probably says something like 37x349. A 1 1/4" wide tire would be a 32x349.
