Raleigh Twenty folding issue

I've had a Twenty that i've basicly left out rusting in the weather and have taken parts from but its still a nice bike. but the whole reason I did that to it was because I can't figure out the folding part.

the folding part works and all but the threading in the hole the leaver screws in is missing. has anyone ever added some/replaced it? if so how and what is used lol because im guessing thats added on before its welded togeather.

any info would be great

Were that mine I'd:

Take it to a good welder. Get him/her to fill the stripped hole.

File the surface flat, centre-punch, drill, tap.
