Lifting weights is free and will get you in shape to carry any bike up and down stairs.

Have a 2013 CAAD10 that is 17.4 lb. A used one should be in your price range. Also built a single from an 80’s Serotta that is 19.8 lb for significantly less then your budget.

If you’re confident, secondhand is the easiest way to accomplish a light bike for cheap. May also be the only realistic option in COVID times.

No amount of lifting weights will make the difference between a 20 lb bike and a 30 lb bike less than 10 lbs, no matter how many times people say it will.
