California rolling out e-bike rebates
https://www.calbike.org/bike_purchase_incentives/
The California Air Resources Board (CARB) has begun to outline the e-bike incentives program. Here’s what we know so far:
- The incentives program will launch in the first quarter of 2023 and will be open to people living anywhere in California.
- Qualifying applicants may be able to get a voucher of up to $1,000 for a regular e-bike and up to $1,750 for a cargo or adaptive e-bike. People whose income is under 225% FPL or who live in disadvantaged communities qualify for additional incentives.
- To qualify for the incentive program, participants’ household income is capped at 300% of the federal poverty level (FPL).
- The program will support the purchase of Class 1 (up to 20 mph, pedal assist only) and Class 2 (up to 20 mph, pedal assist and throttle) e-bikes and Class 3 (up to 28 mph, pedal assist only).
- Participants must purchase a bike from a California bike shop or online from a company with a business location in California.

For 2023 the Federal Poverty Level is $9440 + (number of people in household)*5140.
If there are 3 people in the household, the 2023 FPL is 9440 + 3*5140 = 24860. The CARB is proposing that the incentives be capped at 3x the FPL, so if there are 3 people in the household, the rebates would be limited to those making less than 3*24860 = $74580.

I don't think this includes conversion kits, which is really a huge oversight.

Well couldn't they "certify" certain kits for rebates? Golden Motors, Lunacycle, Grin Tech, etc., the well known ones. Buy from them and get a rebate or buy else where and no rebate. Doesn't seem that hard to me, lol. Like getting rebates on certain kinds of appliances that meet criteria.

There's not enough money in it for what it's supposed to do let alone the extra things you can think of
