Right. It might be even more responsive if the fork was rotated 180⁰.

I don't have a diagram but I thought of a visual which might work for you.

If a rider managed to hang onto the handlebar while doing an endover, the fork would rotate 180⁰ vertically with the dropouts then pointing skyward. But if instead the rider simply turned a corner, the fork would rotate horizontally with the tire never leaving the roadway.

The bicycle in question showed the handlebar in the correct position with the fork rotated 180⁰ backwards, actually touching the frame. So the buyer would need an allen key to remedy the problem (i.e., rotate the fork ​horizontally) before the bike could be ridden. ¿Comprender?

my joke was, as if 'rotate the fork by 180 degrees' meant take it out and reinsert the steerer tube down into the headtube from above. That is, technically, a 180deg rotation.

But as already noted, if you have to explain it....

obviously not my best joke ever.
