Honestly? Everyone has their favorites, but what I'll say is, if you just want a quality product and want to replace with something that universally fits, Jagwire makes a nice, plain, rubberized pad in their "Basics" line of blocks called "X-Caliper".
In the USA, you can buy a 4-pad card (20 pairs) for around $33. The part number is (JW207N). You can also buy one pair for around $7 under part number (BR0023). It's important to be careful - I recently re-ordered JW207N and the online store sent me a 1-pair. He mentioned "Jagwire re-used the part number", then sent me 2 x 20 packs, so now I have so many pads I can rebuild every spare caliper set I have.
If you don't like the "classic" styling, Jagwire also sells a 50pack (BWP1003) which uses a slightly different style block or single pair of the same (JS451A).
The pads I mention here in my post only work for single-bolt caliper arms. They won't work nicely on Mafac Racer brakes, for example. They also won't work on holders which accept replaceable brake blocks. Some nicer Campy calipers allow just replacing the blocks - you don't even need to remove the caliper or unscrew the pad holder, just slide out the old block and in with the new.

There are various sorts of "rain cheater" brake pads out there, such as these. They're made for steel rims when wet (which is a braking challenge).

I clicked on the thread to see pictures of destroyed brake pads melted and mashed from a long downhill run.
I put Jagwire pads on my Schwinn World with steel rims. Works good, without a squeal. I bought them because my intention is to sell the bike, so I didn't want to go for more expensive pads.
