Are you pedaling in the correct direction? Does the bike have a chain?

Well can you give me a little more info? Have any pictures? What type of bike, components, etc?

Pedals spin on their own spindle that goes into the crank arm. The crank arms moves the chain which moves the rear wheel. The only reason I could possibly see for the pedals (and cranks) to be moving while the rear wheel does not is if you've absolutely destroyed your freewheel/cassette.

Or a 3-speed hub that's either trashed or sitting between 2nd and 3rd...

Maybe it's front wheel drive.

+1 to more info. What kind of gearing system (if any) do you have on the rear wheel?

It's obviously a wind-up model.

+1 broken freehub or freewheel

- got one beside me right now ! (got it out of the trash)

- Chain is on - pedals turn crank - crank moves chain- free wheel rotates in both directions - not engaging - Bike remains stationary. Was this a test?

The cure= take it to your local bike shop and have them confirm this preliminary diagnosis and then replace
the freehub body or free wheel. (Unless it's a three speed as mentioned above)

I totally had this same problem before I realized that the handlebars go in front. Then I turned my seat around and everything worked.

You were lucky. My tires were on backwards and I couldn't get any speed until I rotated them the other way.

It's okay, it's okay... some kind soul has replaced your fixed gear monstrosity with a freewheel. Going downhill will be much easier for you now.
